Sophie brings over two decades of experience advising a range of public and private clients on strategic and capital planning, federal sources of funding and financing (TIFIA, FTA, and FRA), state and local sources of funding, public-private partnerships, and project finance. Sophie leads InfraStrategies’ financial modeling and financial analysis practice, supporting clients with both long-range planning of investment programs and specific applications to the FTA Capital Investment Grant program.
Sophie has served as financial advisor, led projects and managed programs in public transit, high-speed and passenger rail, highways and toll facilities. She has worked on projects with complex financing structures and multiple sources of funding including debt (TIFIA loans, Private Activity Bonds, municipal debt and commercial debt), federal grants, state and local grants, philanthropic contributions and private funding.
Prior to joining InfraStrategies, Sophie worked for Transurban, and for Booz Allen Hamilton, where she served as practice lead for transportation finance and economics and co-practice lead for rail and transit. Her clients included several USDOT modal agencies and the TIFIA credit program.
Sophie holds an M.A. in International Economics and an MBA in Finance from The George Washington University, and an M.A. from the Institut d’Etudes Politiques de Paris. She currently serves as the President of the Washington, DC chapter of WTS.
