David Boyer is a Senior Consultant specializing in financial planning and analysis, business case analysis, and operational and organizational planning for transportation agencies. He is a transportation engineer by training and a business-minded problem solver by practice. David’s core strengths include financial modeling, process improvement (Six Sigma Black Belt), strategic planning, and workshop facilitation. 

David is currently supporting the City of Charlotte and CATS to update their Transit System Plan by developing a long-range financial model and underlying assumptions to support a financially constrained, implementable program. In addition, he is supporting NCTCOG in the development of their Transit 2.0 vision for the region by building a model that balances financial requirements with mobility outcomes. 

Prior to joining InfraStrategies, David was the Senior Manager of Insights & Analytics at Augusta National Golf Club, where he managed continuous improvement projects touching transportation, parking, human resources, and more. He delivered financial and operational analytics, including financial business cases, capital planning, infrastructure investment, and real-time dashboard applications.

Before this, as a Strategy & Operations Manager with Deloitte Consulting, David served public sector clients at all governance levels on transportation and infrastructure strategy, financial planning, and operational and organizational planning. For a State Department of Transportation, he led a project that considered sources of funding and financing for innovative highway capping mega-project and the unique mobility outcomes for impacted stakeholders.

David began his professional career as a U.S. naval officer in the Civil Engineer Corps. During his two tours he served in leadership roles within the domains of construction management, infrastructure planning, and contingency engineering operations, domestically and internationally.

David has a graduate degree from Georgia Tech in Transportation Systems Engineering as well as an MBA from Scheller College of Business. He has an undergraduate degree in Civil Engineering from the University of South Carolina.
